PE Good Will Foundation calls for submission of applications for project funding. The submission of project applications is open until October 14, 2024. Please follow the Guidelines for Projects financed by Good Will Foundation (hereinafter – the Guidelines; see below) while filling the application form.
Please note, that project applicant, that received the funding and signed the Partial Financing Agreement with PE Good Will Foundation will have to report for the Good Will Foundation for all expenses foreseen in project cost estimate (1 Appendix in the Guidelines) i.e. not only for the funds allocated by the Good Will Foundation, but for the whole value of the project. Also, by reporting project implementation for every quarter, project executor has to submit for the Good Will Foundation all documents justifying the expenses (e.g. invoices, payment documents and other financial documents).

In accordance with the 2022 call for proposals announced by the GWF, applications for the implementation of projects can be submitted by legal entities registered in the Republic of Lithuania and operating in the manner established by the laws of the Republic of Lithuania and in the fields related to Jews, such as carrying out educational, training, religious, as well as scientific, cultural, health care and other activities beneficial to society in order to implement the key needs of Lithuanian Jews, which are implemented by the Lithuanian Jewish (Litvaks) community and its members (legal entities).

Given that in practice there are cases when applicants (project executors) for objective reasons do not have the opportunity to open a bank account in their own name in credit institutions, Article No. 55 of the Guidelines for Projects financed by the Good Will Foundation has been changed on 15/07/2021 by the Decision No. 1 / 2021-07-15 of the Sole Shareholder and reworded as follows:
- The Applicant must keep and use the received funds in a bank account specifically designed for the project and opened in the name of the Applicant, or in the name of a central accounting institution, if the Applicant's accounting is performed by a central accounting institution and, according to the contract between the Applicant and a central accounting institution, bank accounts specifically designed for the project cannot be opened in the name of the Applicant.

15 September 2017 by the decision of sole shareholder No. 1/2017-09-15 the article 18.2. in the Guidelines was explained in a new version, explaining the acquisition of fixed assets:
18.2. Costs for acquisition of fixed asset: costs for acquisition of fixed asset as it is defined in the Republic of Lithuania Law on Taxes on Profit (No. IX-675), Article 13(3). If applicant is planning such costs in its project, then it is mandatory to add these documents to the project’s application: standards of depreciation of fixed asset, which are confirmed by applicant’s organization, and minimum value of fixed asset, which are applied in the organization according to the types of asset. All fixed assets acquired in a project have to be new (cannot be used before acquisition);

9 March 2017 by the decision of the sole shareholder No. 3/2017-03-09 Article 56 in the Guidelines was abolished.
9 March 2017 by the decision of sole shareholder No. 2/2017-03-09 the article 79 in the Guidelines was explained in a new version, unifying the formulations of the duration of the project implementation:
79. Duration of project implementation – the period indicated in the contract, during which all activities of the project have to be implemented.
9 March 2017 by the decision of the sole shareholder No. 1/2017-03-09, the article 23.1. was explained in a new version, unifying the versions of the Guidelines in English and Lithuanian languages:
23. Project applications are submitted:
23.1., 23.2. Till 17th March, 2017;
14 February 2017 by the decision of the sole shareholder No. 1/2017-02-14, the article 20.1. was explained in a new version, leveling the principles of calculations of the fixed norms indicated in the articles 20.1. and 20.2.:
Paragraph 20 these maximum limits for the categories of expenses determined:
Article 20.1. The amount of necessary administrative expenses for reaching the goals of the project (ex. Project manager and administrative personnel, that performs the functions of administration of the project, payment, rent of the premises and expenses for utilities, communication services, stationery supplies, related to the functions of administration of the project) (herein – administrative expenses) in the estimate of the project may not exceed 30 percent of the money intended for the implementation of the project. The amount of administrative expenses for subjects of public sector and for-profit juridical persons may not exceed 10 percent of the money intended for the implementation of the project.
